The flat is large enough for smoothing and supporting handheld tooling.
The narrow drawing side is great for aggressive forging.

Normally the upper die is positioned to the center of the plate.
The upper die is installed, the lower die plate bolted on, the lower die aligned to the upper and tack welded in place for alignment.
